EBU R 128 scope

EBU R 128 version 5.0 recommends an average programme loudness of -23 LUFS. The normal tolerance is +/-0.5 LU; +/-1.0 LU is allowed for live programmes where the normal tolerance is not practical.

The -1 dBTP threshold is the generic linear-production recommendation. Codec and broadcaster delivery paths can require additional headroom, commonly -2 dBTP, so this preset is a measurement starting point rather than a delivery certificate.

The focused checks use the official EBU loudness test set and its accepted Tech 3341/3342 values. They validate the selected Meter workflow without using an external meter as the authority.
